Abstract

The first wave of democratization in the United States - the removal of property and taxpaying qualifications for the right to vote - was accompanied by the disenfranchisement of African American men, with the political actors most supportive of the former also the most insistent upon the latter. The United States is not unique in this respect: other canonical cases of democratization also saw simultaneous expansions and restrictions of political rights, yet this pattern has never been fully detailed or explained. Through case studies of the USA, the UK, and France, Disenfranchising Democracy offers the first cross-national account of the relationship between democratization and disenfranchisement. It develops a political institutional perspective to explain their co-occurrence, focusing on the politics of coalition-building and the visions of political community coalitions advance in support of their goals. Bateman sheds new light on democratization, connecting it to the construction of citizenship and cultural identities.

Abstract

This edited volume assesses the quality of democracy in the Republic of Korea three decades after its formal democratization in 1987. It has been argued that Korea’s two subsequent power turnovers prove that its democracy has been successfully consolidated, despite its tremendous progress; however, recent developments show signs of deterioration and retreat. Therefore, drawing on the recent quality of democracy literature this volume sets out to answer the question: Where does Korea’s democratic quality stand today? The three chapters in first section of the book focus on aspects related to the presidency, political parties, and organized labor, also including the perspective of governance and human security as well as on the rule of law regarding the role and function of the prosecution. This is followed by a set of four chapters in section two that address the dimensions of democratic quality such as participation, freedom, equality, and responsiveness. The final, third section includes contributions on related inter-Korean policy issues. This book is an invaluable resource for political and social scientist working on democratic quality, and at the same for scholars in Asian or Korean Studies at faculty level as well as on graduate student level.

Abstract

Strategic Frames analyzes minority policies in Estonia and Latvia following their independence from the Soviet Union. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia's activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze's attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of "conditional" amendments in both cases, as well as the local political climate postaccession. Strategic Frames offers a significant reference on recent developments in two former Soviet states and the rapidly evolving spheres of political influence in the postindependence era that will serve students, scholars, and policymakers alike.
